NOM or Network Operations Manager.

The NOM is the primary operations contact for the entire collective. This person is in charge of the collective as a whole, but in not in charge of any specific network. The NOM is the "top dog" of the collective and is in charge of insuring the collective runs smoothly by assigning competent managers to perform tasks to complete the network's goals. All other managers report directly to the NOM.
