Syntax:

TOPIC <channel> [<topic>]

Description:
Allows a user to change or view the topic for <channel> I the channel has channel mode +t then only channel operators and half-operators will be able to change the topic.

Example:

TOPIC #test
TOPIC #test This is a new topic
