Syntax:

NOTICE <target> <message>


Description:
Allows a user to send a notice to <target> containing <message> <taget> can be either a comma separated list of nicks, a comma separated list of channels or a mixture of both.

Example:

NOTICE Boris This is a private notice to Boris
NOTICE #test This is a notice to #test
